This actually makes some sense to me. At the time of The Deadly Assassin (1976) there were many Time Lords and Gallifrey still existed so they limited themselves to 12 regenerations. Since they are all gone, the energy source, probably the Eye of Harmony, is solely used by the Doctor, he can regenerate maybe hundreds of times before he finally and permanently dies.

Actually it is a bit of both. since the law states a number, their bodies adapt to the number. let's just hope they aren't reborn and say the numbers 12, because i think it would piss so many people off...

I believe it's supposed to be "DAH-LEK", and it's spelled Dalek :3

It's a dialect thing. Brits have different kind of phonetic devices in their various dialects(accents). So you might hear some discrepancies or differences in language. That's why sometimes you hear different pronunciations. So Dah-lek is just as correct as Da-lek. The r thing is very slight and unconsciously done.
